feat(api): add quota discount for virt-launcher

Description

Add qouta exclude labels for virt-launcher pods. Thats required for exclude vm overhead from quota.

Why do we need it, and what problem does it solve?

Do not take vm overhead into quota accounting.

What is the expected result?

Virt-launcher pod should has labels for qouta discound, also target pod should be excluded from accounting during migration.

Checklist

• The code is covered by unit tests.
• e2e tests passed.
• Documentation updated according to the changes.
• Changes were tested in the Kubernetes cluster manually.
