This creates a `changelog_uri` that is `https://github.com/zdavatz/spreadsheet//blob/master/History.md`, which might be the reason why changelog is not displayed in dependabot commits

At the moment
changelog_uriis not displayed, as you can see on rubygems.org or on dependabot updates.I suspect this is because the
changelog_uriishttps://github.com/zdavatz/spreadsheet//blob/master/History.md(note the double slash), and it might not pass the regex check.
