Summary

add a GA-based hyperparameter optimizer example that fetches Hyperliquid candles, runs backtests, and evaluates strategies in parallel
extend dev-dependencies with rayon, anyhow, rand, tokio, and the Hyperliquid Rust SDK required by the new example
