ADD first specification draft

I forked the RepPointsServer Repository and added a SPECIFICATION/README.md where i try to summarize everything we have said so far as short as possible.

Please help to discuss details in the pull request so we can hopefully merge it.

1. Can you think of something we mentioned/discussed that i forgot?
2. Are there in general things we maybe didn't talk about yet, that are missing (regardless of whether it's technical implementation detail or big concept)
3. what do you think about it? (please try to quote as precisely as possible, so we can use the discussion to make progress fast)

Needs a Task Specification (e.g. see #10)

Should maybe have option for:

• resources (e.g. money, beamer, ...)
• subtasks (e.g. to team up with others to create a "work breakdown structure" for bigger tasks)

maybe people who back a task can put certain task constraints on it

• e.g. "i only back with 5 points if x other people do the same"

how do we decide that a task was done?

• e.g. what if 2 people say: yes, 3 people say: no and 6 people don't say anything?
