* Cleaned up OCIO build + Added tarball support for `pyenv`, `pybind11` & `jpegturbo`
Cleaned up and standardised
* Moved `libjpeg-turbo` build to above `OCIO`

@vvzen no worries. Feel free to cherry pick whatever you need and close the PR. I was meant to do some other stuff for you, but got buried under work and never did it, but can't remember what it was. |

Added Python and OCIO support.
Made version variables for all libraries.
Moved
pyenv,pybind11&jpegturboto use tarballs.Currently set to python 3.9.10, which is not in line with the latest VFX reference platform. Should be a 3.10.* version.
fmtlib & Tessil still need to be moved to tarballs. Currently downloaded automatically by OIIO.
