Package infrastructure modified from the Jameel Institute package template. Need to check whether this should be added to the VIMC R-universe --- installation instructions for this have been commented out.
CI check is set to fail on R CMD check warnings rather than notes as the reason 'no entries in NEWS' is not quite right - the entry for 'development version' isn't picked up as a valid version and NEWS.md is assumed empty when it is not.
