Just rebuilding HTMLCS as it hadn't been done

Total rewrite of background colour / image detection

This release rewrites most of the logic for background colour and image detection. Some of this was inspired by apparently superior results from Siteimprove when evaluating EPA; it turned out their results were wrong, but our improvements remain.
