Addresses APP-669 by implementing a viewport-aware dropdown alignment strategy for the User Management table. This ensures dropdowns default to left-alignment, switch to right-alignment to prevent overflow near the viewport edge, and removes all center-aligned dropdowns. The 3-dot actions menu is now consistently right-aligned.
