fix: rpc fixes for gas related issues

Describe your changes

• Fixes for gas issues. We will track base fee and allow for base fee to be lower (upto 12.5%) than the latest block. Simulation will happen for pending block.
• Added points tracking for swaps.
• Improved accounting to debit/credit based on actual settlement on mev-commit chain.
• Added some notifications for p2p to inform us about settlements.
• New table to keep track of settlements.
