docs: improve readability and structure of bidder best practices

I have updated this PR to include the structured documentation for the 'Bidder CLI alongside the Best Practices improvements.

Key Improvements:

• Bidder CLI: Created a structured guide from raw CLI output, organizing commands into logical sections(Sending Transactions and Bidding by Hash)
• Best Practices: Refined hierarchy and improved readability of the existing documents.
• User Experience: Added,, and callouts for critical information and integrated cross-references between the two documents.
• Troubleshooting: Added a dedicated section to help users solve common connectivity and configuration issues.
