This pull request updates the udev package version in both the C++ and Rust development container base requirements to address the latest patch release.

Dependency updates:

• Updated the udev package from version 255.4-1ubuntu8.11 to 255.4-1ubuntu8.12 in .devcontainer/cpp/apt-requirements-base.json.
• Updated the udev package from version 255.4-1ubuntu8.11 to 255.4-1ubuntu8.12 in .devcontainer/rust/apt-requirements-base.json.
