On release 20.13.0, I noticed a mismatch in polkadot-js versions. The maintainers of polkadot-js, released the api 16.5.4 with a major sub dependency bump -> 14.0.1. This causes dependency mismatch.
This PR pins the versions to what we need to ensure no internal issues.
