Tests are failing locally on 3.10.2. Update .python-version to python 3.10 to allow available minor version updates. CI was already using 3.10.19, not 3.10.2. The docker dependencies were just set to python3, using the system python (looks like 3.10.12 from latest CI build). Leaving upgrading to a modern python for a later commit.
