Fix GitHub Actions Bad Credentials Error

  I created this PR to fix the failing GitHub Actions.## Description
  This PR fixes the "Bad credentials" error that was occurring in the GitHub Actions workflow. The error was due to the GITHUB_TOKEN not being passed correctly to the dessant/lock-threads@v4 action, and/or the token not having the necessary permissions.

Summary of Changes

• Passed the GITHUB_TOKEN to the dessant/lock-threads@v4 action in the .github/workflows/lock-threads.yml workflow file.
• Set the permissions for the GITHUB_TOKEN in the .github/workflows/lock-threads.yml workflow file to have write access to issues and pull requests.

These changes should resolve the "Bad credentials" error and allow the GitHub Actions workflow to run successfully.
