update build spec for OBS 32

Description

Since OBS 32 update the depend QT version, the plugin which linked to QT should update to.

Motivation and Context

I received issue that my plugin didn't work on OBS 32.

How Has This Been Tested?

My plugin works in OBS 32 after update.
