ingest: curate PPX geolocation fields

Follow up to #342

The PPX geolocations are standardized for country, but not for region, division, and location.

• The region field is currently curated by a custom generate-continent script, but these can be curated via geolocation rules (as suggested in review comment)
• The division field includes detailed locations (similar to ingest: division includes detailed location rsv#99).
• The location field is pretty empty and should be fixed with the division field above.
