Adds a YAML schema file for the structure of the current 'config' variable and uses it for validation on the variable at the start of the workflow.

Description of proposed changes
Adds a YAML schema file for the structure of the current 'config' variable and uses it for validation on the variable at the start of the workflow.
Note that this doesn't include user-facing docs – I haven't figured out how to generate docs out of this schema that are actually useful – but it's a start.
