Imports Sanitize.js through NPM

• Automatically pulls the package from NPM instead of Bower, meaning that users don't have to run the blueprint and can avoid introducing Bower to their project
• Provides an API for importing the configuration files that ship with Sanitize.js

Note: if you want both the Ember CLI upgrade and this change, #18 can just be closed and this merged.

Note: merging this PR would require a 3.0 release of the addon.
