Prevent implicit remoting because of Windows Events

Pull Request (PR) description

This PR stops using the "deprecated" Windows Event APIs and switches to pure .NET style. This prevents the loading of the Microsoft.PowerShell.Management using the WindowsPowerShell compatibility session when executed from PowerShell Core because the Windows Event APIs are not supported with PowerShell Core.
