Adds the functionality to create new projects drafts of type "Street" with the manager dashboard.
In particular, this adds an input section for Mapillary image filter parameters to the project creation form that allows setting filters on data range, Mapillary image creator id and Mapillary organisation id, (panorama) format of the images, and a sampling threshold.
A new date range input component has been adapted from toggle-ui.
This PR does not yet include new tutorial drafts for Street projects. There is a dummy street project tutorial on the MapSwipe dev instance that allows testing project draft creation.
