Add small untested POC for requiring a signature of the reward caller to prevent reward caller address grieving.

This pull request demonstrates the originally discussed alternative approach that allows orchestrators to configure a custom reward caller (see #650), while requiring the reward caller to sign messages to prevent reward-caller address griefing.
Warning
This is not a finished pull request. It is a quick, exploratory PR intended to showcase the earlier discussed proof of concept from #650, with the addition of reward-caller signature logic. Tests are currently outdated and will need to be updated.
