This integrates a dev system as described in #65.

This PR closes #65, #99.

TODO:

  • Rewrite Github Actions to use just
  • Update Developers.md
  • Add server_url parameter to launch
  • Add .vscode directory
    • Various sensible launch profiles
    • Attach debugger option
    • Update recommended extensions
  • Try and see if I can get syntax highlighting working in the root repository
    • For gdscript Likely impossible
    • For godot C++
