Background
This PR simply replaces calls to functions provided by
pg/fetcher.tswith calls to analogous functions provided by@heroku/heroku-cli-util. It also removes the no-longer-called functions frompg/fetcher.ts.What this PR does not do:
In this PR, the function call replacements were exclusively made to code that is currently commented-out. The work performed in this PR makes no attempt at uncommenting said code, as that will be addressed in another WI, specifically for migrating these old, commented-out commands back into the set of active commands.
