qemu: avoid unspecified format warning #132

Without format=raw, qemu guesses format=raw, but disables sector 0 write
access. This might be irrelevant for the pflash, but the warning from
qemu is quite irritating:
WARNING: Image format was not specified for 'efi_vars.fd' and probing guessed raw.
Automatically detecting the format is dangerous for raw images, write operations on block 0 will be restricted.
Specify the 'raw' format explicitly to remove the restrictions.
