Introduces a new agent implementation in configured to work with the Remote MCP server for Google SecOps. This includes the agent logic, dependency definition, and sample configuration for connecting to the managed remote endpoint using Application Default Credentials.

Introduces a new SOC Agent implementation in
soc_agent/that connects to the Remote MCP server. Includesagent.py, requirements, and sample config.This PR is targeting the remote_mcp branch to make the diff clear. We can rebase and change target to main after remote_mcp is merged into main.
