build: migrate to Kotlin DSL and update dependencies

Convert build scripts from Groovy to Kotlin DSL
Update Android Gradle Plugin and dependencies
Bump compileSdk/targetSdk to 36
Configure JDK 21 toolchain
Fix build configuration warnings
