Implement deleting an uploaded file

If we want to clean memory within a very long-lived process, we currently have no way to do so. This attempts to offer a way to delete a file earlier when we know it won't be needed anymore but it's process owner will.

I'm imagining that an alternative way to cleanup memory would be to run all the logic that uses this temporary file within a short-lived process, like those of quick http requests, and return to the longer-lived process only the resulting data of whatever computation was needed. But this can also be a good API for a try/after call for example.

Hey @josevalim, question, what's the timeline on a new release of plug? After Elixir v1.19, unrelated to it entirely, not planned yet?

Not in a rush, I might just try out pulling from a github commit if I need the new stuff, just generally curious :)

We don't have a timeline per se, as changes on Plug are sporadic. But looking at the CHANGELOG, we are likely close to another release.
