Botorch wrappers

Summary:

Add a botorch_wrapper module that contains BoTorchModel and BoTorchAcquisition classes. These are intended to function as wrappers for BoTorch models and acquisition methods in ELFI.

Intended Effect:

The wrappers make it possible to use BoTorch models and acquisition methods in Bayesian optimisation in ELFI.

How to Verify:

The notebook BOLFI_demo demonstrates how BoTorch can be used in BOLFI.

Side Effects:

BoTorch installation is needed.
