Add gcloud service enable to setup/install.sh

Running setup/setup.sh will result in an error

The following two services are not enabled in setup/install.sh as a possible cause, so a process to enable them has been added to setup/install.sh.

• cloudresourcemanager.googleapis.com
• iam.googleapis.com
