Correct message in AwaitingRestartToApplyConfiguration condition

Why do we need it, and what problem does it solve?

Old message in condition "VirtualMachine has some unexpected state. Restart is required for syncing the configuration." was not informative.

What is the expected result?

New message in condition "The VirtualMachine's configuration is different from the internal resource's configuration. Restart is required for syncing the configuration." is informative and logical.
