This PR:

  • Implements version control on pre-commit-config

    • dbt-checkpoint gets it's version from it's tags
    • yamllint too
    • sqlfluff gets it's versions from Datacoves env_vars
    • dbt-core and the adapter get's their versions from Python code

  • ci workflows receive Datacoves' major-minor versions

    this requires dbt-coves' DCV-3128 changes to setup_template dbt-coves#503
