Increases retry delay and limit for ephemeral outages (502)

Retry logic update

• In HttpClient, treats HTTP 502 as an ephemeral outage: keeps retrying with waitLongTime(...) and ignores the max retry limit; adds corresponding debug/warn logs.

Dependency updates

• Bumps awssdk to 2.40.16.
• Bumps rhino to 1.9.0.
