Conditionally render the instructions to match the chart's TLS configuration.
It doesn't really work in its current form. It will be implemented in a future PR, possibly using the kubernetes Gateway api.
Now supported in: * Remote directory * Edge sync * Controller * Decision logger

And disable liveness and startup probes by default. Topaz no longer generates self-signed certs so there's no need for a startup probe. The service starts very quickly.
