Abstracting the CDN URL. It can now be set via an environment variable and also accepts local file path and network paths in addition to HTTP/HTTPS URLs.
A malformed path or unknown scheme results in a ValueError being raised and a non-existent or inaccessible path results in a FileNotFoundError.
