Use content as description if not provided

This PR introduces automatic description mechanism for docs pages that has no description (or having a fake description, i.e. title = description). This mechanism developed from the existing mechanism on rule pages,

As usual, if a description: is given (except if it is a fake description), it will use it instead of the content as the description. Also, if this PR is good, I will create another PR to remove the fake descriptions.

This PR also includes adding some relevant meta tags.

These changes are done with Discord and Twitter in mind (Google will just take the content if you want to search, other services also benefit such as Bluesky, WhatsApp, Slack, etc).
