This fixes the data type associated with the frequency and weight updates such that you can provide an array or list and it will be converted to a tensor before being stored. Previously no conversion was done and providing data that wasn't a tensor would throw an error.
Also added the ability to set a seed for pytorch in the arguments for the planner.
