[Metax] refactor cutlass moe and optimize flash attention

Motivation

Optimize the performance of fastdeploy on MetaX GPUs.

Modifications

1. adapt the latest develop branch
2. refactor cutlass moe
3. optimize the process of flash attention
4. support rejection sampling
