Fix URI generation for :

  • Radiometric target : use a local map indexed on platform uri (d297dce)
  • Experiment : using a local map indexed on experiment year (9cbdd65)
  • Instant, Event and Annotation by using a UUID+nanotime based id (289f9c2)

Add TU for Radiometric target , Instant, Event and Annotation.
