Rationale
Issue 54138 We upgraded to Gradle 9, which brings with it a new version of Groovy. Upgrading the versioning plugin seems warranted as well.
I looked into simply using the original plugin that we branched from, but it is not looking like it is being maintained any longer (last published in JCenter, which has since gone away). Briefly looked at adopting some other plugin but didn't find an obvious replacement, even though the info we are using is pretty minimal. Even GrGit, which we already use for our MultiGit plugin, seems like it's going in to maintenance mode. There's some work ahead of us in some respect, but for now, we can just publish a new version of this plugin using the latest Gradle.
