This PR merges in all of the changes from the upstream SVN revision 25767 cited in hdrdmacp issue #3 at https://halldsvn.jlab.org/repos/trunk/online/packages/miscUtils/src/hdrdmacp/
I also updated the README to include a list of the necessary libraries, how to install the libraries on Debian 12 and Fedora 41, and a basic example.
I found this project to be a very useful "hello world" for testing InfiniBand and IBoIP in a lab, but the version in GitHub has lagged behind the upstream SVN code. All of the issues I encountered building and running it were resolved by updating the code to the upstream version and adding the additional compiler flags needed for ZeroMQ (which the newer hdrdmacp code relies upon).
