Allow using multibeam sensor with VRX #35

VRX does not have a multibeam sensor and DAVE does. I would like to use DAVE's multibeam sensor with a surface robot in VRX.
Describe the solution you'd like
Have the multibeam sensor plugin work properly when included in a model used with VRX
Describe alternatives you've considered
Copying the code over to VRX, which I don't think is a good idea.

I have made good progress and will issue a PR shortly. (osrf/vrx#868)
