Add custom blox mount directory

From the error blob below, hugo tries to retrieve downloaded blox from the layouts/partials/blocks/ directory. However, blox are only mounted on layouts/partials/blox/community/ and assets/dist/community/blox/.

This pull request is to add an additional mount directory for layouts/partials/blocks/ so that custom blox can be retrieved.
