FeatureForm : Update to use M3 date picker

Description:

This PR uses the stable DatePicker from the latest version of material3 to replace the forked version in the toollkit.

Summary of changes:

• Updated to the latest compose bom to pull in material3 1.4.0.
• Updating to 1.4.0 of material3 also means the icons library is no longer included in the standard material3 release as indicated here. This PR only fixes this dependency and does not tackle the whole process of moving to the new library as mentioned in the link.
• Updated the use of the stable DatePicker and removed the code referencing the forked version including localized strings.
• Note that the time picker is still experimental, so this PR does not change that.
