This adds the standard-rails, copies in the
.standard.ymlfrom #1136 and runsbin/standardrb --fixagain. I've merged set #1136 to follow this. This simplifies the review of #1136 by reducing the changes to non-automated and potentially unsafe changes.NOTE: DO NOT discuss internal CommitChange information in your PR; this PR will be public.
