Run bundle exec standardrb --fix

• Adds standard ruby gem
• Run standard fix
• Run bundle exec standardrb --fix

This is pulling the first run of standardrb --fix out into a separate branch. That will simplify reviewing #1136.

There are some merge issues here. I had thought this would be a way to reduce the changes to review but I guess it won't be do-able.
