This pull request submits an application for RFP #3 (DDC SDK: Built-in Encryption).
I plan to complete Milestone 1 (AES-256 built-in cipher, tests, documentation, and CI compliance) within 1 dev-day, in line with the RFP requirements.
I am also open and willing to continue working on future milestones (Playground and CLI integration) upon successful completion and approval.
