improve spooker usage

Changes

• explicitly pass in the pipeline version to spooker
• use envsubst to interpolate variables in the config file
• include the pipeline name & version in the config file for easier spooker usage from snakemake

@kelly-sovacool .. I did not know about the envsubst command... this is cool!!
