Implements the biggest missing feature from ZeKaiser. A small thing on this one, in order for the bot to read automod actions it needs to be given a permission role for Manage Server. This isn't great but given that this bot is only really used in a few small servers, we can just create a scoped role for it in the CS Discord that affords it that permission like what we had for ZeKaiser

### Uptime

The bot automatically pings an uptime monitor every 5 minutes to keep the server running. This is configured in the `.env` file.

The bot may be [configured](#configure-the-bot) to automatically ping an uptime monitor of your choosing every few minutes, to keep easier track of server downtime.

This link has already expired. We should instead provide the image ourselves using either a data: URL (if Discord supports it) or one of the other methods.
