Fix DeploymentStacks Deletion Logic

This PR adds specific DeploymentStacks deletion logic ensuring ActionOnUnmanage settings are honored during deletion of DeploymentStacks. Automated test cases are updated for coverage.

Also updating dependencies Az.Accounts to 5.1.0
