Summary
Addresses part of issue #50. Within new mods in IDL lab group, we discussed that it would be helpful to be able to leave comments on reports for more experienced mods to ask for suggestion on how to deal with it. This PR lets mods add comments on the report staff show page, and in the report index page, a comment icon appears next to reports with comments.

Commentparent_comment_idis for the id of a comment getting replyed at, but the reply function is not implemented in this PR.
